Limit the amount of job runners for tests on CI
...
We've had issues with libqaul::user_delete not completing when running
in parallel. So far it's not clear to me why this is happening, and
I have yet to consistently reproduce it. As a quick fix, limit the
test runs to 1, which seems to improve the rate at which it works.

gitlab-ci: switching builds from beta-1.39 to stable 1.42 (current)
...
We used to build on beta for the async-await features we wanted, but
have since switched to stable again. Now Alexandria needs a feature
that was released in 1.42 stable and so this tree doesn't build in CI
anymore if we don't have this

Switching to a different docker image provider for beta channel
...
The official rustlang org doesn't provide beta tags, so this commit
switches to a third party one. We are pinned to the 1.39-beta, so
that when the version is released, we can switch back to the official
stable channel.
