To keep this for the future we also strictDeps where possible, including for janePackages, topkg, oasis and ocamlbuild.
This makes some closures significantly smaller and makes cross compilation easier

pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.
Seems that the original sha was just wrong but because Hydra doesn't
build this and we appear to have had no OCaml users until very recently,
no one noticed.
