continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.

capstone: use Makefile build (for pkg-config files)

The cmake based build system did not install the pkg-config files for
capstone, which made builds depending on capstone harder to write as
they cannot automatically find the location of the capstone library.

A mechanical change, done with this command:

done
I manually skipped some:
* Descriptions starting with an abbreviation, a user name or package name
* Frequently generated expressions (haskell-packages.nix)
