continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.
This reverts commit c778945806.
I believe this is exactly what brings the staging branch into
the right shape after the last merge from master (through staging-next);
otherwise part of staging changes would be lost
(due to being already reachable from master but reverted).

In some cases I let them be removed and in others I let them be put into
$docdev. That was more due to general indecisiveness on this question
than any reasons in the particular cases.
There are many more packages to fix, this is just a start.
Rules:
* Don't repeat the package name (not always that easy...)
* Start with capital letter
* Don't end with full stop
* Don't start with "The ..." or "A ..."
I've also added descriptions to some packages and rewritten others.
This is all work of Marc Weber <marco-oweber@gmx.de>, except for a few nitpicks.
Tested space blowup: IMHO negligible to headers and similar stuff,
e.g. the firefox closure (reported by du) grows from 560 to 579 MB.
Saving space should be handled separately,
e.g. we have the multiple-outputs branch.
